Bio

James is a Program Officer in Pact’s Mines to Markets program. He is the Project Manager and Technical Lead on DELVE – a global data initiative between the World Bank and Pact to develop an online platform on artisanal and small-scale mining (ASM). Based in Kigali, Rwanda he is also the ASM specialist on Sustainable Development of Mining in Rwanda (SDMR) – a DFID-funded market systems to professionalise the sector. Prior to joining Pact in December 2018, James spent the past five years working as an expert consultant and pursuing a PhD in Management at Surrey Business School, University of Surrey. Based on over a year of fieldwork in Ghana, his thesis maps small-scale mining networks of gold and diamond production and develops policy recommendations to improve mineral certification and formalisation initiatives in the region.

James is an experienced lecturer, conference speaker, panellist and moderator, and author to multiple peer-reviewed publications. Prior to his PhD, James worked in international development providing technical, advisory, research, communications, and project management inputs for a range of international donors, NGOs and private companies. An experienced social scientist, James has expertise in qualitative research methods; mineral governance, political-economy, macro-economic, stakeholder and policy analyses; social network and value/supply chain mapping; responsible sourcing and ethical mineral certification schemes; market systems development (M4P approach); and communications, learning, and knowledge management. James holds an MSc in Environment and Development from the University of Reading, and a BSc in Geography from the University of Southampton.
